RUSSIA EXTENDS DEADLINE TO SUBMIT CLAIMS IN
FTO EXCHANGE OFFER

Moscow. December 9. – The Ministry of Finance of the Russian Federation, acting on behalf of the Russian Federation, announced today an extension of its offer to exchange Russian Federation U.S. Dollar Denominated Eurobonds due 2010 and 2030 for eligible trade indebtedness of the former USSR (FTO debt). The exchange offer, previously scheduled to expire at 5:00 p.m. (London time) on December 9, 2009, will now expire at 5:00 p.m. (London time) on December 15, 2009. The settlement date for the exchange is now expected to be December 22, 2009.

The extension is intended to accommodate the needs of creditors who have requested that the offer be extended to better enable them to tender all of their eligible claims, including claims that have recently been confirmed as eligible to participate in the FTO exchange. In order to facilitate the processing of letters of transmittal, all holders of eligible FTO claims are encouraged to submit their letters of transmittal as soon as possible.
